Replace tract in voters dataset that is not present in 2020 census data #111

The voters example dataset includes one observation in tract NY-061-015100. In 2020 census data, this tract has been split into 015101 and 015102, meaning that predict_race() fails when the voters dataset is used. This PR replaces the problematic tract with NY-061-014900, an adjacent tract that is present in both 2010 and 2020 census data.
